Administrative Functions
- Plan, develop, organize, implement, evaluate, and direct the Environmental Services Department, its programs and activities
- Coordinate environmental services and activities with other related departments (i.e., Dietary, Nursing, etc.)
- Develop and maintain written policies and procedures that govern the operation and security of the facility
- Develop and maintain written job descriptions and performance evaluations for each level and function of Environmental Services personnel
- Interpret the department’s policies and procedures to employees, residents, visitors, government agencies, etc
- Assist the staffs in the development and use of department policies, procedures, equipment, supplies, etc.
- Perform administrative duties such as completing necessary forms, reports, evaluations, studies, etc., to assure control of equipment and supplies
- Review the department’s policies and procedure manuals, job descriptions, etc., at least annually for revision, and make recommendations to the Administrator/Executive Director
- Assure that outside services are properly completed/supervised in accordance with contracts/work orders
- Keep abreast of economic conditions and recommend to the Administrator/Executive Director adjustments in maintenance services that assure the continued ability to provide a clean, safe, and comfortable environment
- Makes written and oral reports/recommendations to the Administrator/Executive Director as necessary/required, concerning the operation of the Environmental Services Department.
- Submit accident/incident reports to the Business Office within twenty-four (24) hours after their occurrence.
- Assume administrative authority, responsibility, and accountability of directing the Environmental Services Department
- Inspect storage rooms, work rooms, utility/janitorial closets, etc., for upkeep and supply control
- Review and develop a plan of correction for applicable deficiencies noted during survey inspections and provide a written copy of such to the Administrator/Executive Director
- Maintain an adequate liaison with families and residents.
- Ensure that public information (policy manuals, etc.,) describing the services provided in the facility is accurate and fully descriptive.
- Delegate a responsible staff member to act in your behalf when absent from the facility
- Assist the Infection Control Coordinator and/or Committee in identifying, evaluating, and classifying routine and job related functions to ensure that tasks involving potential exposure to blood/body fluids are properly identified and recorded
- Review departmental complaints and grievances from personnel and make written reports to the Administrator/Executive Director of action(s) taken
- Assist in establishing a preventive maintenance program.
- Assume responsibility for building safety inspection tours and correction of any problems.
- Work closely with Fire Marshal to ensure standards are being met.
- Ensure that a comfortable building temperature is maintained for residents at all times.
- Assume responsibility for maintenance of hot water temperature and keep a record of frequent temperature testing.
- Provide frequent testing of nurse’s call system.
- Check and ensure emergency lighting system is functioning
- Ensure that adequate security system is in place to ensure the safety of the residents.
- Oversee the maintenance of the grounds. Report to Administrator/Executive Director any external problem
- Maintain fire drill and evacuation drill records.
- Ensure that correct procedures are strictly adhered to in the disposal of infectious wastes of the facility
Committee Functions
- Serve on various committees of the facility (e.g., Infection Control, Quality Assurance and Assessment, etc.) and provide written/oral reports of environmental services activities as required by the Committee’s guidelines or direction
- Evaluate and implement recommendations from the facility’s committees as necessary.
- Meet with Environmental Services personnel on a regularly scheduled basis, and solicit comments concerning the operation of the department: assist in identifying and correcting problem areas, and/or the improvement of services
- Attend department head meetings, etc., as scheduled or as may be called
- Schedule and announce departmental meetings times, dates, and places, etc.
Personnel Functions
- Assist in the recruitment, interviewing and selection of Environmental Services personnel.
- Determine departmental staffing requirements necessary to meet the department’s needs, and assign a sufficient number of personnel to satisfy those needs within allotted and agreed upon budgets.
- Recommend to the Administrator/Executive Director the number and level of Environmental Services personnel to be employed.
- Schedule department work hours (including vacation and holiday schedules), personnel, work assignments, etc., to expedite work.
- Delegate administrative authority, responsibility, and accountability to other department personnel as deemed necessary to perform their assigned duties (e.g., Assistant Director, lead people, etc.).
- Counsel/discipline department personnel as necessary (or as directed by Administrator/Executive Director).
- Terminate employment of personnel when necessary, documenting and coordinating such actions with the Personnel Director and Administrator/Executive Director.
- Assist in standardizing the methods in which tasks will be performed.
- Review and check competence of Environmental Services personnel and make necessary adjustments/corrections as required or that may become necessary.
- Maintain working relationships with other department supervisors/directors and coordinate services to assure that they can be performed without interruption.
- Assure that appropriate identification documents are presented prior to employment and that such records are maintained in the employee’s personnel record.
- Make regular daily rounds to assure that personnel is performing required duties and to assure that appropriate procedures are being rendered to meet the needs of the facility.
- Create and maintain an atmosphere of warmth, personal interest, and positive emphasis as well as a calm environment throughout the facility
Staff Development
- Develop and participate in the planning, conduction, scheduling, etc., of in-service training classes, on-the-job training, and orientation programs for Environmental Services personnel.
- Assume the responsibility for maintaining your professional competence through participation in programs of continuing education (i.e., seminars, training programs, etc.).
- Assure that all Environmental Services personnel attend and participate in a Hazardous Communication and Universal Precautions Training Program as established by current CDC and OSHA guidelines.
Safety and Sanitation
- Supervise safety and fire protection and prevention programs by inspecting work areas and equipment at least weekly.
- Assure that department personnel follow established safety regulations in the use of equipment and supplies at all times.
- Assure that supplies, equipment, etc., are maintained to provide a safe and comfortable environment.
- Develop, maintain, and implement Infection Control and Universal Precautions policies and procedures to assure that a sanitary environment is maintained at all times and that aseptic and isolation techniques are followed by all personnel.
- Assist in developing and implementing waste disposal policies and procedures for the Environmental Services Department.
- Promptly report equipment or facility damage to the Administrator/Executive Director.
Equipment and Supplies Functions
- Recommend to the Administrator/Executive Director the equipment and supply needs of the department.
- Place orders for equipment and supplies as necessary or as may be required.
- Make periodic rounds to check equipment and to assure that necessary equipment is available and working properly, i.e., air filters, etc.
- Maintain inventory and records according to established policies.
- Check supply rooms and work areas to assure that needed supplies are readily available to perform assigned tasks.
- Test and maintain facility vehicles in good repair
Budget and Planning Functions
- Forecast the needs of the department.
- Assist in preparing and planning the Environmental Services Department’s budgets for equipment, supplies, and labor and submit to the Administrator/Executive Director for review, recommendations, and approval.
- Maintain current written records (Declining Balance Work Sheets) of department expenditures and submit status to the Administrator/Executive Director weekly, or as requested.
- Make departmental adjustments in order to conform to approved budget, and/or as dictated by an analysis of the monthly operation statement.
- Review CNI reports weekly and make necessary labor/wage adjustments to maintain positive wage budget status
- Provide Administrator/Executive Director written rationale for negative variances relating to wage and non-wage expenditures noted on the monthly financial statement (P & L).
Resident Rights
- Maintain confidentiality of all resident information.
- Assure that the resident’s personal and property rights are followed by Environmental personnel at all times.
- Review applicable complaints and grievances from residents/families and make oral/written reports to the Administrator/Executive Director.
- Knock before entering a resident’s room.
Miscellaneous
- Assure that all employees follow established departmental policies and procedures. Assist residents and visitors as good judgment dictates.
- Makes weekly inspections of all Environmental Services functions to assure that quality control measures are continually maintained
- Be prepared to handle emergencies as they arise (e.g., rescheduling maintenance work schedules, etc.)
- Make sure that appropriate protective clothing/devices are readily available for handling infectious waste and/or bloody fluids
Public Relations, Marketing and Consumer Service
- Present a professional image to consumers through dress, behavior and speech.
- Adhere to company standards for resolving consumer concerns/complaints.
- Ensure that all resident/consumer rights are protected within the confines of Environmental Services functions.
Working Conditions
- Works throughout the nursing service area (i.e., utility rooms, nurse’s stations, resident rooms, etc.).
- Sits, stands, bends, lifts and moves intermittently during working hours.
- Is subject to frequent interruptions.
- Is involved with residents, personnel, visitors, government agencies/personnel, etc., under all conditions and circumstances.
- Is subject to hostile and emotionally upset residents, family members, personnel, and visitors.
- Communicates with nursing personnel and other department personnel.
- Works beyond normal working hours, on weekends and holidays, and in other positions temporarily, when necessary.
- Attends and participates in continuing educational programs.
- Is subject to falls, burns from equipment, odors, etc., throughout the work day.
- Is subject to exposure to infectious waste, diseases, etc., including the AIDS and Hepatitis B viruses.
- Maintains a liaison with the residents, their families, support departments, etc., to adequately plan for the resident’s needs.
Minimum Education, Licensure, Certification Requirements
- Must have, as a minimum, a High School diploma.
- Must have a valid driver’s license and maintain a good driving record.
Experience Requirements
- Must have a minimum of one (1) year experience in a supervisory capacity in a maintenance/plant/housekeeping related position.
- Must be knowledgeable in boilers, compressors, generators, floor cleaning and buffing equipment, cleaning chemicals, etc., as well as various mechanical, electrical and plumbing systems.
- Must have the ability to read and interpret blueprints.
- Must be knowledgeable in building codes and safety regulations.
Necessary Qualifications
- Must be able to read, write, speak, and understand the English language.
- Must possess the ability to make independent decisions when circumstances warrant such action.
- Must possess the ability to deal tactfully with personnel, residents, family members, visitors, government agencies/personnel, and the general public.
- Must be knowledgeable of maintenance, housekeeping and security practices and procedures, as well as laws, regulations, and guidelines governing Environmental functions in the long-term care facility.
- Must possess leadership and supervisory ability and the willingness to work harmoniously with professional and nonprofessional personnel.
- Must have the ability to plan, organize, develop, implement, and interpret the programs, goals, objectives, policies and procedures.
- Must maintain the care and use of supplies, equipment, etc., and maintain the appearance of the facility; must perform regular inspections of resident rooms/units for order, safety and proper function of equipment.
- Must have patience, tact, a cheerful disposition and enthusiasm, as well as the willingness to handle difficult residents.
- Must be willing to seek out new methods and principles and be willing to incorporate them into existing maintenance practices.
- Must possess the ability to plan and carry out programs in repair, new construction, and equipment installation.
- Must be able to relate information concerning a resident’s condition.
